Overall purpose
To contribute to the achievement of the Section’s responsibilities for contractual functions (management of legal and budgetary commitments and verification of procurement and contract procedures) and financial (payments-recoveries) functions.

Functions and duties
+ BUDGET, FINANCE, CONTRACTS and ACCOUNTING – Overall tasks
• General liaison with Operations Section
• Contribute to the application of sound and regular financial management by the Delegation and Governments of Papua New Guinea for EU/EDF financial co-operation programmes and projects, in accordance with the applicable Financial regulations, manuals and policies
• To contribute to the implementation, monitoring and audit financial co-operation programmes and projects which are managed on a devolved and/or decentralised basis
• To contribute to the proper functioning of the devolved and decentralised implementation for EU assistance to Papua New Guinea, by providing guidance and advice to delegation colleagues and to decentralised bodies

• Supervise proper archiving and filing of documents and updating of database/CRIS/ABAC
+ PROCUREMENT and CONTRACT MANAGEMENT – Contract Management
• Control and verification of tender procedures
• Participation in evaluations of tenders and call for proposals as observer, member or secretary
• Control and verification of draft Contracts and availability of funds
• Verification on contract award and tender procedures
• Advice on legal aspects, contractual and procurement procedures across the
implementation of projects
+ BUDGET, FINANCE, CONTRACTS and ACCOUNTING – Financial management
• Give support to team dealing with financial aspects
• Follow-up of financial circuit
+ BUDGET, FINANCE, CONTRACTS and ACCOUNTING – Monitoring and reporting
• Contribution to the establishment of audit plans
• Assistance with audit missions
+ EXTERNAL RELATIONS – Coordination
• Support to liaison with HQ services on aspects concerning cooperation programmes/projects
• Support to liaison with local administrations, NAOSU and with contractors/grant beneficiaries on aspects concerning cooperation programmes/projects

Experience
+ BUDGET, FINANCE, CONTRACTS and ACCOUNTING
Job-Related experience: at least 5 years
Qualifier: essential
• Full knowledge of EU external aid procurement procedures – PRAG – EDF knowledge is a strong advantage

• Good knowledge of EU Financial Control and Auditing matters.

• Project management and/or procurement experience.

• Professional experience (5 years minimum) of which 3 years minimum in the above matters.

• Familiarity with CRIS/ABAC would be an advantage
