Officer in the Finance, Contracts and Audit Section – EU Delegation to Bangladesh

eeas-logoThe Delegation of the European Union in Dhaka, Bangladesh announces the vacant position for an Officer in the Finance, Contracts and Audit Section

The officer is in charge for ensuring the good and timely execution of tendering procedures, commitments and payments for the external assistance projects managed by the Delegation and providing technical assistance, within the rules and procedures in force.

Functions and Duties: 

Communication / working environment.

  • • To Liaise with the 3 operational sections of the Delegation and the financial services at the Headquarters in Brussels
  • • To liaise with the partners and contractors ( Government of Bangladesh, diplomatic missions of the EU members states, international donors, private operators and nonprofit organizations’) 

Budget and Finance and contracts management:

  • • To verify and validate the financial and budgetary aspect of the projects and external assistance programs carried out by the delegation.
  • • To carry out legal control of new legal commitments, such as new financing proposals to be transmitted to the headquarters, financing agreements to be signed between EU and the government of Bangladesh, and contracts, grants with partners.
  • • To control, monitor and execute the contractual and financial transactions initiated by the operational sections
  • • To enter and validate data in the Commission’s computerized system for the management of projects and contracts
  • • To assist in preparation of reports to our Headquarters 

Procurement management

  • • To respect and ensure the compliance with the procurement rules in calls for tenders/calls of proposals procedure launched by the Implementing Agencies and by the EU Delegation.
  • • To execute procurement exercise within the framework of projects including preparation and/or revision of tender announcements and documents, validation of compliance of procedures and evaluation, preparation and/or revision of contracts (services, supply, works, grants)
  • • To ensure the secretariat of evaluation committees and prepare internal procurement reports
  • • To manage all issues relating to procurement process in our database 

Monitoring / Audit of activities

  • • To liaise with the audit and operational tasks managers for the preparation of the audit plan and the follow-up of the execution of the activities by external auditors.
  • • To analyze the financial reports certified by accounting companies
  • • To participate with operational tasks managers in monitoring missions and on the spot controls
