Strategy, Impact and Monitoring Officer (AD6) – EIT

The EIT is an integral part of Horizon 2020, the EU’s Framework Programme for Research and Innovation. Horizon 2020 is a key pillar of the Innovation Union – a Europe 2020 flagship initiative that aims to enhance Europe’s global competitiveness.

The EIT is now organising a call for expressions of interest with a view to establishing a reserve list for Temporary Staff for the position of Strategy, Impact and Monitoring Officer. The place of employment will be Budapest (Hungary), where the EIT Headquarters are located.

The job

1 Profile

Within the EIT’s “Policy and Communications”/“Partnership Management” Unit, the Officer will be part of the ‘Strategy and Impact’/’Monitoring’ Section. The jobholder will contribute to strategy development, the impact analysis and evaluation of economic and societal implications of the EIT’s and its Knowledge and Innovation Communities’ (KICs’) activities and results, coordinate the monitoring of KIC activities in the framework of the annual grant cycle, including the implementation of KIC business plans and activities, report on progress as needed.

The job holder will work under the supervision of the responsible Head of Unit. Close co-operation with other parts of the unit, other EIT units, the EIT Director and Governing Board, and other stakeholders will be an important component of his/her duties.

1.1 Tasks

The Strategy and Impact Officer/Monitoring Officer will contribute to the EIT respective Unit’s work by performing the following tasks:

Strategy Development and Monitoring

• Contribute to the preparation and implementation of the EIT’s Strategic Innovation Agenda (SIA) and the strategy preparations and planning ;

• Coordinate the further development of the EIT’s monitoring strategy and its implementation develop indicators, their assessment and evaluation concerning both the EIT and KICs; Page 2 of 7

• Organise strategic analysis (incl. drafting terms of reference, co-ordinating the contracting of consultants, managing contracts and dissemination of and response to results);

• Analyse, develop and/or assess relevant data and information, including monitoring information systems, in order to support operational and strategic and planning decisions concerning the EIT as well as the impact derived from KIC activities;

• Monitoring of KIC activities in the framework of the annual grant cycle, including the implementation of KIC business plans and activities, report on progress as needed and advise on strategy issues;

• Stay current of the landscape of innovation, education, entrepreneurship and research from a strategic point of view and assess and recommend strategic opportunities;

• Draft and update comprehensive reports, synthesis reports and/or briefings.

Impact Analysis and Evaluations

• Support the analysis and assessment of results and impacts of the EIT’s and its Knowledge and Innovation Communities’ (KICs’) activities;

• Support the preparation of analytical reports of the EIT’s and its KICs’ impact;

• Provide assistance to experts involved in impact analysis and evaluation tasks;

• Contribute to the development of and follow-up to reviews, surveys, data collection and information gathering activities.

Procurements and contract management

• Launch, manage and monitor calls for proposals, tenders, analysis and selection of projects from the operational point of view;

• Draw up contract specifications, negotiate offers, prepare contract files, supervise service providers, monitor the delivery and use of results, and evaluate external services.

Budget Implementation

• Contributing to the timely implementation of budget commitments associated to KIC grants;

• Assist in the preparation of the annual review of KIC activities by the Governing Board;

• Other tasks in relation to support and follow-up of KICs as deemed necessary.

2 Eligibility criteria

2.1 General conditions

By the closing date of this call candidates must:

• be nationals of a Member State of the European Union;

• enjoy their full rights as citizens;

• have fulfilled any obligations imposed by national laws concerning military service;

• meet the character requirements for the duties involved;

• be physically fit to perform their duties.

2.2 Education

Candidates are required to have

• a level of education which corresponds to completed university studies of at least three years attested by a diploma.

Only qualifications issued by EU Member State authorities and qualifications recognised as equivalent by the relevant EU Member State authorities will be accepted.

2.3 Experience

Candidates must have, at the closing date for applications, professional experience of at least 3 years in positions directly relevant to the tasks in section 1.1.

2.4 Language skills

Candidates must have a thorough knowledge of one of the languages of the EU and a satisfactory knowledge of another language of the EU to the extent necessary for the performance of her/his duties.

3 Selection criteria

Essential:

• Suitability to perform the tasks described in section 1.1;

• Proven track record in strategic planning, monitoring, evaluation or impact analysis for EU funded programmes;

• Analytical skills and ability to synthesize and integrate ideas and concepts;

• Excellent command of both oral and written English.

Advantageous:

• Proven experience on working with impact measures on policy and with tools such as key performance indicators;

• Relevant work experience in the EIT domains, namely innovation, business creation, research, and/or education;

• Proven experience with the EU procurement, financial or grant management procedures;

• Strong skills in working in a teams in multi-stakeholder and multi-cultural environment, preferably with a multi-disciplinary approach;

• Strong time and project management skills with the ability to prioritise, meet deadlines and effectively manage competing organisational demands.
