Officer – Arms Control and Co-ordination Section, NATO

logo_natoThe Political Affairs and Security Policy (PASP) Division leads on the political aspects of NATO’s core tasks and is the International Staff (IS)’s hub for partnerships. The incumbent will work in the Arms Control and Coordination Section (ACCS) and will be responsible for: supporting the elaboration of the Alliance’s arms control and disarmament policy, to include small arms and light weapons and mine action (SALW/MA); overseeing the development and conduct of arms control and disarmament seminars, conferences and workshops; documenting and analysing developments in arms control and disarmament to include the conventional arms control regime in Europe and various global regimes, including the Nuclear Non-Proliferation Treaty (NPT), the Chemical Weapons Convention (CWC), the Biological and Toxin Weapons Convention (BWC), the Convention on Certain Conventional Weapons (CCW), and the Arms Trade Treaty (ATT); and providing analyses on the impact of those activities and future arms control and disarmament arrangements on Alliance planning and operations. He/she will assist in writing policy related to arms control and disarmament and will support the coordination of guidance to external organisations and national representations on arms control issues.

MAIN ACCOUNTABILITIES

Policy Development
Provide advice and support to Head ACCS and through him/her to the PASP senior management on matters dealing with policy, negotiating positions and implementation of arms control and disarmament, including confidence-and security-building measures.

Expertise Development
Monitor developments in the broader security environment as they affect Alliance policy and operations. Support development of presentations and briefings from and to national representatives and subject-matter experts on arms control and disarmament, integrating analysis and data as part of clear policy guidance.

Stakeholder Management
Support the Head ACCS in serving a variety of customers within NATO on arms control and disarmament issues. At the direction of the Head of Section, interact with Allies and partners, as well as with academia and think tanks to plan or support workshops, seminars and conferences. Apply knowledge and the interests of NATO to promote consensus among diverse groups and divergent views on arms control and disarmament topics.
Facilitate consensus building within the Alliance and with partners. Chair meetings, seminars and workshops on arms control and disarmament topics. Support efficient communication of Alliance activities on arms control and disarmament.

Project Management
Manage discrete projects as assigned. Work with other ACCS, PASP, IS and International
Military Staff (IMS) to execute projects.

Knowledge Management
Anticipate changes in the European partner and broader security environments, particularly those related to, or affected by, arms control and disarmament policy, and prepare analyses and recommendations for action. Contribute to specialised reports and studies, as well as background and position papers, speaking notes and public outreach materials pertaining to arms control and disarmament issues, to include SALW/MA.
Provide complex arms control and disarmament information to policy makers in ways that support timely and effective decision making.

Planning and execution
Chair meetings, seminars and workshops on arms control and disarmament topics. Represent NATO at international meetings to include review and preparatory conferences, and regular meetings in other international bodies such as the Organisation for Security and Cooperation in Europe (OSCE) and the United Nations (UN). Perform any other related duty as assigned.

Contract

Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
