Overall purpose
For a given portfolio (Yemen and Iraq) of EC projects/programmes/contracts of develoment aid and of financial and technical co-operation, to ensure that the contractual (creation and management of legal commitments) and financial (budgetary commitments and de-commitments, payments, recoveries) management of projects and programmes of development aid and of financial and technical co-operation with third countries is carried out in line with the overall instructions given by HQ. The job holder will work under the supervision of the financial and contractual verification agent.

Functions and duties
+ BUDGET, FINANCE, CONTRACTS and ACCOUNTING – Financial initiation
• Fulfil the role of financial initiator as described in the financial circuits relatiing to transactions managed by devolved delegations
• Follow-up of financial circuits and of respect of legal deadlines
• Advise on legality, regularity and sound financial management issues
• Ensure proper archiving and filing of financial documents related to EU assistance programmes
• Ensure that financial/accounting data are properly registered in the IT systems for budgetary and accountancy management (CRIS and ABAC)
• Prepare and finalise notes and financial correspondence
+ PROCUREMENT and CONTRACT MANAGEMENT – Delegation’s contract management
• Verify tender and call for proposals procedures
• Participate in tender evaluations as chairperson and ensure secretariat functions to the evaluation committees
• Preparation of the contracts and contract addenda
• Prepare decisions on awarding of contracts
+ AUDIT, CONTROL and INSPECTION – Monitoring and reporting on audits
• Prepare financial reports and statistics
• Conduct and report on control missions
• Preparation of external audit missions
• Financial follow-up of audit reports
• Provide assistance for and follow-up of on-the-spot controls
+ EXTERNAL RELATIONS – External Relations
• Liaise with beneficiary country on aspects concerning co-operation programmes/projects, including closures of contracts and commitments
• Liaise with civil society and international organisations on procedural aspects of projects
• Deliver training on financial and budgetary issues to beneficiaries
