The European Science Foundation (ESF) is an association of 67 member organisations devoted to scientific research in 29 European countries. It is an independent, non-governmental, non-profit organisation that facilitates cooperation and collaboration in European research and development, European science policy and science strategy. It was established in 1974.
The mission of the position is to support operations by providing optimal and secure information technology and systems to external clients and to enable ESF staff to perform in a quick, reliable manner supported by effective IT systems. The principal success factors of this position are for its jobholder to demonstrate abilities to listen to, and understand the global IT needs of the organization and to select, implement and maintain the appropriate tools.
The position will report to the Chief Operating Officer.
This position will involve:
Production and infrastructure:
- Supervising, monitoring and optimising the ESF IT System (maintenance and improvement);
- Providing advice and support in terms of IT training;
- Monitoring technological development, proposing and implementing updates;
- Providing advice and solutions on all technical questions which the organisation has to face;
- Evaluating needs in equipment, managing quotation purchase (software, hardware, technical products…) and purchasing hardware and software equipment in a cost effective way and within available budgets;
- Taking responsibility for building and managing the IT budget in investments and expenditure;
Cross-cutting functions:
- External contractors: responsible for the definition of an outsourcing policy, for the implementation and follow up of this outsourcing policy;
- Coordinating suppliers/ external contractors and ESF key actors;
- Supporting operations and new initiatives by providing and implementing appropriate IT solutions;
Quality:
- Find ICT processes and solutions in order to define possible innovations;
- Ensuring appropriate security measures for the IT systems;
Project Management:
- Analyse user needs, define the systems specifications for new softwares/new tools adapted to ESF processes, develop applications and support the users,
Participating in the selection process of suppliers / external contractors;
The job holder should demonstrate the following competencies:
- Degree in Computer Science with 2 to 5 years’ experience and supported by appropriate professional certifications;
- Knowledge of virtualisation and cloud computing approaches;
- Good level in English, both spoken and written;
- Experience in understanding and modelling business concepts;
- Excellent knowledge of various software (Microsoft Office Suite, Adobe Acrobat, …);
- Knowledge in system (Linux, Windows Server, Exchange Server, SQL Server, VMware, Veeam Backup…);
- Knowledge in Programming Languages (VBA, Classic ASP, HTML/CSS…);
- Excellence in systems administration and security: must be able to manage external security and penetration testing by larger ESF clients;
- Excellent knowledge of current information technologies and organisational functions;
- Ability to work independently with minimal supervision; autonomous in daily decision making;
- Ability to evolve in a complex and multinational context;
- Ability to work in a team and develop transversal interactions within the organization;
