Budget Officer – Special Tribunal for Lebanon (STL)

The successful applicant will be offered a fixed-term appointment of one year duration limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.

Responsibilities

Within delegated authority and under the supervision of the Chief of Administration, the Budget Officer prepares the budget and manages the financial appropriations of the Tribunal. The incumbent leads the budget preparation activities, provides authoritative advice to the Principals and senior managers about budget proposals and management of appropriations, and assists the Registrar in presenting the budget to the Management Committee. During the course of the budget cycle, the incumbent oversees and controls the management of appropriations, considers proposals for the redeployment of funds, and prepares management reports on the use of resources. The incumbent is responsible for the management of the unit, including selection and management of staff, training, motivation and performance evaluation.

Specifically, the incumbent:

• Prepares the Tribunal’s annual budget:
Plans, coordinates and reviews budget proposals of Organs, Divisions and Sections, and prepares cost estimates for staff and non-staff requirements;
Provides support and substantive advice to the Registrar, the other Principals and senior managers with respect to the elaboration of resource requirements for budget submissions;
Reviews and make appropriate recommendations with respect to the finalization of the proposed budget and performance reports;
Participates in budget presentations to the Management Committee and prepares responses to its requests for additional information;

• Participates in inter-organs meetings on matters related to resource requirements, programming and budgetary issues.
Performs financial control of programme budgets, extra-budgetary and trust fund resources. Manages expenditures and controls proposed variances to both the Tribunal’s approved budget, and extra-budgetary funds, ensuring economical and proper use of resources within the approved allotments:
Manages/issues allotment advice, and within delegated authority realigns or redeploys funds when appropriate and possible;
Monitors expenditures to ensure they remain within approved allotments;
Creates and manages all regular, and GTA posts (including interns) in the staffing table and Post Management System, in cooperation with HFRS and ISS;
Provides information to HFRS for the preparation of cash flow analyses;
Prepares cost plans for grant requests and reviews proposals and draft agreements to ensure compliance with regulations and rules, established policies and procedures. Administers and monitors extra-budgetary resources;
Monitors variances between approved budgets and actual expenditures.
Prepares mid- and end-term budget Performance Reports;
Prepares/finalizes reports for the Management Committee, and for management on budgetary issues. Prepares correspondence, and internal issuances such as guidelines, and instructions.

• Serves as Certifying Officer to ensure that proposed obligations and expenditures are in accordance with the Tribunal’s approved budgets and its Financial Rules and Regulations.
Conducts briefings for all new Certifying Officers to familiarize them with their responsibilities and pertinent information.
Clarifies all requisitions in the procurement system, ensuring use of correct accounts and verifying the availability of funds.

• Reviews and analyses budgetary policies and procedures, makes recommendations for changes and/or modifications.

• Reviews and analyzes administrative procedures to ensure efficiency of budgetary controls and evaluates the adequacy and effectiveness of related procedures, recommending changes and/or modifications when necessary.

• Responds to audit observations and recommendations related to resource management and reporting;

• Plans, organizes and manages staff and work programs. Plans and discusses individual work programs with staff and evaluates their performance.
