Position Information

The position is administered by UNDP but is cost-shared by UNSMS organizations in Belgium

Reports to: Designated Official (DO) for Belgium through the Country Security Focal Point (CSFP).
This post also reports to the Chief Security Adviser (CSA) for Belgium based in Switzerland for operational/technical matters.

Organizational Context

Under the overall guidance and supervision of the CSFP and the CSA, the LSA assists the DO and the CSA in the implementation of the Security Risk Management (SRM) policies and all other matters safety and security for UNSMS personnel in the country.

Functions / Key Results Expected

The functions/duties/key results of this job description are generic and not all duties are carried out by all Local Security Assistants.

Summary of key functions:

  • Assists DO and SMT in managing day-to-day security related matters supported by the CSFP and the CSA who has regional responsibility for Belgium;
  • Assists DO and SMT in collecting, updating and communicating information regarding the security situation in the country;
  • Assists the DO and SMT in the development, update and implementation of the SRM, Minimum Operational Security Standards (MOSS), Residential Security measures (RSM) and Country Security Plan (CSP);
  • Conducts physical security assessments at UNSMS offices and follows up on the implementation of the adequate measures;
  • Maintains up-to-date lists of UN personnel and their eligible dependents;
  • Updates and submits all mandatory reports to UNDSS according to the required timetable;
  • Supports the DO and SMT with the implementation of MOSS;

§  Liaises with local police and intelligence agencies, as well as with other similar international organizations, on the analysis and implementation of security measures for the UNSMS in Belgium;

§  Reports all security-related incidents affecting UN personnel, offices and assets to the DO, CSFP and UNDSS;

  • Organizes and delivers training courses on security awareness and preparedness;
  • Serves as a member of the SMT.

1.  Assists the DO, CSA and SMT in collecting, updating and communicating information regarding the security situation in the country:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Ensures adequate gathering and verification of security information, and assesses security situation at the duty station with assistance by the CSFP and the regional CSA;
  • Communicates information on security to the heads of UN organizations and provides host country security advice, as required;
  • Maintains regular contacts with Security Focal Points (SFP) of UN organizations.

2.  Assists the DO and SMT in the development, update and implementation of SRM, MOSS, RSM and CSP:

  • Drafts the SRM, MOSS, RSM and CSP with assistance by the CSFP and the regional CSA;
  • Maintains the SRM, MOSS, RSM and CSP updated;
  • Supports actions during the implementation of the SRM, MOSS, RSM and CSP, as required.

3.  Maintains up-to-date lists of UN personnel and their eligible dependents:

  • Maintains lists of UN personnel and their eligible dependents updated at all time;
  • Submits the updated staff list to UNDSS on a quarterly basis.

4.  Updates and submits all mandatory reports to UNDSS according to the required timetable with the assistance by the CSFP and the regional CSA/SA:

  • Updates Country Briefing Notes and staff lists, and submits them to the UNDSS on a quarterly basis;
  • Updates SRM, MOSS, RSM and CSP on a yearly basis or whenever security situation is changed significantly at the duty station;
  • Submits the updated SRM, MOSS, RSM and CSP to the DO and SMT members for review and approval, then submits to the DSS for endorsement.

5. Monitors compliance with Minimum Operational Security Standards (MOSS) established for the duty station and updates the statue of implementation to the DO and SMT.

6.  Assists in reporting security incidents affecting UN personnel, offices and assets to the local police, as well as informing the DO, CSFP and the regional CSA/SA, and records the incidents in SSIRS.

7.  Establishes and maintains a network of Security Focal Points of all UNSMS Organizations in Belgium to ensure timely and efficient exchange of security information and support the different offices as required.  Organizes and conducts training courses on security awareness and preparedness, and providing security orientation to newly assigned UN personnel. Conducts security briefings, as required.

8.  Provides technical assistance at SMT meetings.

  • Conducts security situation briefing during SMT meeting;
  • Assists in drafting SMT meeting minutes, as required.

 Performs other security-related tasks assigned by the DO and SMT:

  • Establishes and maintains warden system and keeps update of information related to UN offices;
  • Assists the UN house and other UN premises on the implementation of physical security measures;
  • Performs other security-related tasks, as required.
