Job Mission

Under the authority of the Head of Office and the supervision of the Head of Action against Crime Department (Information Society and Action against Crime Directorate, Directorate General of Human Rights and Rule of Law), the Programme Manager will be responsible for implementing the European Union and Council of Europe Joint Programme on “Further Support to Penitentiary Reform in Ukraine” within the CoE/EU 2015-2017 Eastern Partnership Programmatic Co-operation Framework (PCF), in co-operation with donors, partners and other stakeholders,

Employment is limited to the duration of the Project which is expected to end on 31 December 2017.

Key Activities

The Programme Manager will perform the following tasks in accordance with the Council of Europe’s procedures, guidelines and priorities with a concern for quality, efficiency, accuracy and confidentiality:

– prepares work plans in co-ordination with Headquarters;
– plans, organises, implements and follows up on project activities in accordance with the project work plan and in close co-operation with the local partners and stakeholders;
– contributes to the definition and follow-up of project performance indicators;
– liaises with experts, consultants, project partners, donors and national stakeholders regarding the project implementation;
– chairs or moderates project events;
– supervises the preparation and distribution of training materials or other project deliverables in co-operation with the Headquarters;
– prepares the project steering committee and other coordination meetings;
– reports on the results achieved, risks and opportunities, in accordance with Council of Europe regulations and procedures as well as partner/donor requirements;
– drafts progress reports and prepares any other documentation needed (e.g. briefing notes, speeches, speaking points, etc.);
– provides regular follow-up and advice to the Council of Europe Office and to the Headquarters on the developments in the penitentiary sector;
– ensures close budgetary follow-up of project expenditure;
– contributes to project visibility, drafts news items for the web and press releases;
– supervises the work of a project assistant in the field;
– carries out allocated assignments for other activities organised by the relevant Department;
– participates in the daily work of the Council of Europe Office;
– undertakes official journeys in connection with activities described above.

Please note that the incumbent may be required to perform other duties not listed in the vacancy notice.

Eligibility Requirements

Qualifications: higher education degree or qualification equivalent to a master degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education Area);
Experience: At least four years of professional experience in management and implementation of projects or programmes in the field of criminal justice, penitentiary or police.
Language requirements: Excellent knowledge of English and Ukrainian. Ability to express oneself, present and draft clearly, concisely and convincingly in English and Ukrainian.
Nationality: The appointed candidate must be a national of a Council of Europe member State;
Age: under 65 years of age at the closing date of the vacancy notice.
