Policy Advisor – Social Inclusion, EUROCITIES




EUROCITIES-logoEUROCITIES, the network of major European cities, is looking for a policy advisor on social inclusion. The successful candidate for this position will work within the policy team under the supervision of the policy director at the EUROCITIES Brussels office. He/she would ideally start end of December 2016.

Job description

The policy advisor will be responsible for supporting EUROCITIES activities related to the implementation of social inclusion policies, with a specific focus on the role that cities play in the European Social Agenda. The main tasks include:

  • contributing to the overall work and coordination of the social affairs forum
  • providing policy support to a number of thematic working groups by preparing policy briefings, drafting policy papers, organising and co-chairing meetings
  • organising capacity building activities with members, such as mutual learning events, peer reviews, study visits
  • undertaking policy-oriented research such as identification and collection of good practices, preparing surveys and presenting their results
  • preparing policy statements in negotiation with members and writing research papers
  • organising and attending dissemination and advocacy activities, including seminars and workshops
  • advocacy work with European institutions and other relevant stakeholders
  • contributing to the monitoring, reporting and evaluation of the EaSi grant
  • drafting project proposals and responses to EU calls and tenders

Person specification 

Skills

  • excellent research and analytical skills, including the ability to collect, analyse and present information in a clear and concise way
  • excellent political judgement from a network of cities’ perspective for advocacy purposes
  • ability to write research papers and policy papers in a logical, clear and concise way
  • ability to show initiative and self-motivation
  • good planning, organisation and coordination skills
  • problem-solving approach
  • flexibility to deal with multiple and changing priorities
  • good negotiating and influencing skills
  • able to work autonomously and as part of a team
  • excellent oral and written communication skills
  • perfect English, other languages an asset

Knowledge

  • excellent understanding of EU projects in social inclusion and fighting poverty
  • good understanding of evidence-based policy-making
  • good understanding of urban policies
  • degree in social policies, social sciences, urban development, EU studies or related fields
  • good knowledge of local government

Experience

  • a minimum of 5 years of relevant working experience in social inclusion policies in the European context
  • experience of policy-oriented research, including the ability to write and edit policy research papers
  • experience of managing, coordinating and bidding for EU projects in social inclusion
  • experience in coordinating forums, working groups and working in membership associations
  • experience in EU advocacy and influencing EU institutions, and other relevant stakeholders
  • experience in organising events and capacity building initiatives
  • experience in working with politicians

Their offer

  • an initial one year contract,  renewable depending on future funds
  • Salary range between €3,100  to €3,800 gross per month according to experience
  • Fringe benefits (meal vouchers, pension plan, hospitalisation insurance, refund of public transportation, 13th month)
  • Starting end of December 2016-beginning of January 2017
