Mastering EU Telecoms Regulation

Date & Place: Brussels, October 24-26, 2017

Cullen International’s popular three-day masterclasses provide, in a nutshell, all you need to know on EU telecoms regulation. Nearly all previous participants said they would recommend this course to their colleagues.

The course can be complemented by a one-day seminar focusing on the application of Competition Law concepts in the telecoms sector.

What?

This three-day masterclass provides attendees with:

  • a comprehensive overview of regulatory issues and developments in the telecommunications sector, using real-life examples and case studies from the European Union
  • an insight into the latest developments in the fields of:
    • EU policy goals for the sector
    • the EU regulatory framework and the current review
    • other current EU initiatives
    • market analysis
    • broadband access regulation
    • interconnection
    • mobile regulation
    • radio spectrum policy
    • net neutrality
    • and sector-specific consumer protection
  • a practical and applied learning approach, using case studies on market analysis and spectrum policy to reinforce understanding of key points
  • an historical perspective on European telecoms regulation for participants to gain a clear appreciation of the key regulatory trends, and the benefits and difficulties of implementing a harmonised approach to regulatory issues in the telecoms sector.

Pre-course session (optional)

Two half-day sessions on the day before training start that will provide attendees with:

  • a general introduction to telecoms technology and networks (access and interconnection, telecoms network and NGA network topographies, fibre-to-the-curb, fibre-to-the-home, VDSL, vectoring and sub-loop unbundling)
  • a general introduction on EU institutions and processes, including a visit to one or more EU institutions

Competition Law in the Telecoms Sector Seminar (optional)

This one-day seminar will complement the Telecoms Masterclass. The seminar will outline the context and the practical application of competition law in the telecoms sector and will also offer analyses from external experts of competition law developments and cases that will enable a deeper understanding of the interaction between sector specific economic regulation and competition law:

  • Relationship between competition law and sector specific regulation
  • Cost concepts and price abuses
  • Non-price abuses
  • Mergers and market consolidation in the telecoms sector
  • Anticompetitive agreements

Who?

This class will be of particular interest to:

  • seasoned regulatory experts who have become specialised in a specific regulatory area but who wish to refresh their understanding of the broader range of regulatory issues, or
  • individuals who have recently moved into a regulatory position and wish to acquire a rapid grasp of the key debates.

This class is not designed for experts who already have a broad range of regulatory experience.
