Liaison Officer – UNOPS, Somalia

Functional Responsibilities

The Liaison Officer reports to the Senior Program Officer as his /her direct supervisor. His / her Duties and Responsibilities include:

Liaison and Engagement in Somalia:

  • Review and develop key messages and policies with regard to host-nation interaction with a focus on Somali language and custom;
  • Support all programme components, and where delegated, conduct interaction with host-nation stakeholders, including inter alia federal, regional, municipal and district levels of Government, NGOs, businesses, clans, elders, communities and security services;
  • When delegated by the Programme Management Unit, engage with international stakeholders, including UN agencies, funds and programs, donors, diplomatic and aid missions, military forces in Mogadishu and elsewhere in Somalia;
  • Develop and maintain an effective system to capture and register Somali stakeholder engagement, in English and Somali;
  • Ensure  the Management Team is briefed on strategic level stakeholder interaction, including changes to key policies and messages;
  • Where required, assist the Programme Management Unit and Projects with technical outreach, e.g. for Mine Risk Education (MRE) and Improvised Explosive Device (IED) awareness, focusing on cultural sensitivity and message effectiveness.

Assist and advise the Programme and Project Management on Public Information/ Communications:

  • Ensure the Programme Management and Project Managers and their key staff are briefed and supported on best Public Information  practice;
  • Where tasked by Programme Management, conduct and execute Public Information and Communications campaigns, events and activities;
  • Provide the Project Managers with comprehensive contextual briefs and messaging guidance prior to interaction with their host nation counterparts, communities or other officials;
  • Assist with such engagement as directed;
  • Conduct proactive and sustained interaction with local communities and the appropriate levels of government at the working level, in coordination with Project Managers, in order to identify and confirm host nation/community needs, and gather feedback on the effectiveness and relevance of UNMAS activities in the field;
  • Ensure the effective dissemination of internal information arising from such events.
  • Perform other related duties as required.
