Finance Officer – EBRD, Kazakhstan




The Finance Officer is responsible for managing local SBS bank accounts and petty cash, facilitating payments and posting financial transactions into core SBS systems. In this way, the Officer ensures effective record-keeping to account for the spending of donor funds. The Officer will liaise extensively with the SBS Finance and Administration team in London to request bank account replenishments linked to local project payment needs, and provides support for SBS staff in the local office on financial and administrative matters. The Officer works with local banks, consultants and clients, and the SBS Finance and Administration team in London, to ensure policies and procedures regarding the use of donor funds are followed.

Accountabilities and Responsibilities

 ·       Monitor use of local SBS bank accounts to ensure that finances are used in accordance with relevant agreements, rules and procedures.

·       Request replenishments of local bank accounts from SBS London so that sufficient (not excessive) financial resources are available to meet project-related payment needs.

·       Ensure that offices located in satellite locations have sufficient (not excessive) financial resources for operating expenditures.

·       Facilitate VAT recovery through relevant local mechanisms.

·       Prepare and submit for review to SBS London accurate and timely Monthly Financial Reports (MFRs), as part of the process by which spending by local SBS offices is reflected in core EBRD systems.

·       Keep adequate and well-organised documentation in support of all local payments, in line with EBRD’s duties for prudent management of donor funds.

·       Maintain the fixed asset register for items purchased with donor funds, and liaise with the SBS Finance and Administration team in London regarding new assets and disposals, so that correct procedures are followed.

·       Receive and review invoices from consultants, and coordinate their timely submission to EBRD in London, so that service providers are paid on time and on completion of agreed deliverables.

Conduct other ad hoc financial and administrative tasks as defined by management to ensure team’s objectives are met.
