The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards market-oriented economies and the promotion of private and entrepreneurial initiative.

Within the External Action and Partnership group in Vice Presidency Policy, the Civil Society Engagement (CSE) Unit manages the Bank’s institutional relations with civil society stakeholders through the facilitation of an on-going engagement with non-governmental organisations (NGOs), policy think-tanks, academic research institutes, women’s groups, professional associations and other civil society organisations (CSOs). Since 2013, the Unit also manages technical cooperation (TC) funds to build capacity of local CSOs and community groups as part of the Civil Society Capacity Building (CSCB) Framework. The Unit operates in close cooperation with the Banking Department, Environment and Sustainability Department (ESD), Political Counsellors, Donor Co-Financing (DCF), and other teams.

The Civil Society Engagement Unit is seeking to fill a Manager position on a regular contract starting as soon as possible. The Manager is responsible for facilitating engagement with civil society stakeholders and acts as a primary liaison for civil society in the Bank’s countries of operations under her/his competence, namely Russia, Ukraine, Kazakhstan, the Caucasus and Central Asia. The Manager will be responsible for TC projects under Sustainable Energy and Resources pillar of the CSCB Framework.

Accountabilities & Responsibilities

  • Ensure timely and accurate flow of information between the Bank and CSOs in the Bank’s countries of operations under her/his competence – in written and other forms – in line with the Public Information Policy (PIP) and coordinate responses to project and policy related correspondence from CSOs in coordination with relevant teams.

  • Identify opportunities, develop and manage medium size TC projects devoted to capacity building enhancement of CSOs, including managing external consultants.

  • Prepare internal briefings on CSO issues related to significant and complex projects and policies to be presented to senior management and Board, and in conjunction with relevant teams.

  • Advise relevant teams and Residents Offices on civil society issues, assess the reputational risk related to Bank projects and other initiatives, explore new ideas and propose opportunities for civil society engagement

  • Identify and network with new CSOs and local and international counterparts dealing with civil society issues to respond to the changes in the CSO sector and ensure that relevant organisations receive accurate information about the Bank’s activities and operations in the region.

  • Contribute to planning, organising and implementing the Civil Society Programme at the Annual Meeting and CSO meetings during consultation visits of the Board of Directors and senior management, to ensure effective engagement with civil society stakeholders at various levels.

Knowledge, Skills, Experience & Qualifications

  • Proven professional experience working with NGOs and other civil society stakeholders, ideally within an international organisation or financial institution.

  • Excellent written and spoken English and Russian essential; good knowledge of one or more other regional languages desirable.

  • Degree from a leading university and a relevant post graduate degree (international relations, environment, business or social sciences) or equivalent work experience.

  • Extensive knowledge of civil society issues including in particular sustainable energy and resources – both globally and in the Bank’s region, with a main focus on Russia, Ukraine, Kazakhstan, Caucasus and Central Asia.

  • Good research, analytical and drafting skills.

  • Strong project management skills.

  • Sound interpersonal, co-ordination and negotiation skills.

  • Computer Literate: Windows XP (Word, Excel, Outlook, PowerPoint).
