Senior Analyst – Justice and home affairs, EUISS

a) recruiting a staff member, with a contract duration of three years, which may be renewed for up to a maximum of two years

b) setting up a reserve list of candidates in order either potentially to fill future vacancies or to offer temporary contracts in a similar capacity;

The salary scale of the EUISS is calculated according to that of the Coordinated Organisations, to which the grade A2/A3 makes reference.

Job description

The Senior Analyst will join a highly qualified and motivated team engaged in providing relevant expertise to both EU/national officials and the wider public – through publications, seminars and other activities.

The main focus of her/his policy-oriented research will be the European Union’s external action as related to justice and home affairs, with particular emphasis on the fight against trafficking and illegal immigration, asylum policy, border management, counter-terrorism, cybersecurity and their interaction/consistency/synergy with other EU foreign, security and defence policy issues and initiatives.

Under the supervision of the Director, s/he will be in charge of:

  • producing background as well as forward-looking analyses;
  • organising timely and relevant discussions;
  • liaising with officials and policymakers as well as external experts;
  • coordinating projects and publications as required.

Eligibility criteria

On the closing date for applications, candidates must fulfil all the following conditions:

  • Be a national of a member state of the European Union;
  • Enjoy full rights as a citizen attested by a recent extract from judicial records and/or certificate of good conduct;
  • Have fulfilled any obligations imposed by national law on military service;
  • Be physically fit to perform the required duties;
  • Have a level of university education beyond Master’s level (3+2) and subsequent relevant professional experience of minimum four years.

Selection criteria

  • A PhD or equivalent level of academic qualification in a field pertinent to the job description (e.g. political science , law, public administration, international relations);
  • Relevant experience in think tanks and research institutes, academic establishments and/or national and international bodies and agencies;
  • A record of high-level publications in the relevant field; a record of management of major projects (including coordination of publications) would be a plus;
  • Have a thorough knowledge of English and a satisfactory knowledge of another official language of the European Union as necessary for the performance of their duties;
  • Knowledge of other languages would be a plus;
  • Sense of initiative, team spirit and good communication skills.
