Under the authority of the head of sector, the project manager shall contribute to the team duties of programming, identification, formulation award and implementation of meaningful, accountable and visible EU cooperation programmes and projects in Cuba in the sector of renewable energy environment and climate change. He/she shall moreover contribute to the formulation and communication of EU positions in the sector of renewable energy environment and climate change, when it is relevant for or may impact on the EU-CUBA cooperation, notably in the context of sectoral dialogues.

Functions and duties:
Sector analysis, strategy formulation and programming (Function type: Policy analysis)
− Support policy dialogue with relevant ministries, agencies, donors and other relevant stakeholders;
− Follow closely policy developments and reforms related to the energy, environment sector , Climate change mitigation and adaptation and related sectors;
− Contribute to the sector analysis and the definition of a sector strategy for the Country Strategy Paper, National indicative Programme and Annual Action Programmes, as required
− Ensure climate change and environment mainstreaming in all EU documents, analyses, programmes and projects

Sectoral Reporting to Headquarters
(Function type: Internal Communication)
− Monitor and report regularly and in a timely fashion to headquarters (DG AIDCO and DG DEV) as appropriate; provide early warning of any issues likely to take on a political dimension and disputes which could affect the implementation of the project;
− Provide other ad hoc reports as required.
Project cycle management (Function type: Programme/project/process management)
− Ensure management of renewable energy programme MIP sector 2 2014-2020 and take corrective action as required.
− Contribute to the programming, identification and appraisal of other EC environmentrelated programmes in Cuba, in particular under the environment and natural resources thematic programmes
− Follow up of and communication on Regional and global programmes (Euroclima +, GCCA, Fondo verde para el Clima…). Whenever necessary, delegate relevant subprogrammes to colleagues (agriculture)
− Engage external expertise as necessary to assist in the identification or monitoring of projects.
− Pay particular attention to ensuring EC visibility in this context.
− Contribute to project audits or project evaluations as required.

− Maintain close contact with the implementing partner, direct project beneficiaries and counterparts and other relevant donors.
− Perform operational initiation for all projects under direct responsibility where required.
− Contribute as appropriate to the design, local follow-up of and information on EU programmes in Cuba which are not under the Delegation’s direct responsibility (ECHO, regional programmes, FP 7, thematic centrally-launched programmes, etc); Assist in representation, negotiation, participation (Function type: representation, negotiation, participation)
− Maintain good contacts with national authorities, representatives of the diplomatic missions of Member States, other international organisations, civil society organisations and non-governmental organisations;
− Assist the responsible officials in representing the Commission in meetings related to the implementation and follow-on of this programme or other related meetings;
− Contribute to the identification of sectoral priorities and the preparation of specific followon programmes with relevant national authorities and other stakeholders;
− Contribute to the resolution of any disputes arising in the implementation of programmes, referring to headquarters for advice as required;
− Prepare and assist missions from Headquarters.

Communication (Function type: External Communication)
− Disseminate project results at workshops, seminars, conferences and other public events;
− Identify and disseminate best-practices and facilitate exchange of experience
− Contribute to the production of publications
− Whenever possible, update / train interested stakeholders (EU and external) on ENV and CC new developments

The project manager shall perform all of the above in close coordination with all relevant EU, Cuban and international stakeholders as appropriate.

Job requirements
− University degree or equivalent formal education in a relevant discipline including public policies in environment and/or energy, forestry, engineering on renewable energies…)
− Experience of working in developing countries.
− Programme management experience, ideally in the Commission
− Experience in an EU MS executive agency or an international organisation or an NGO in the related sector is a plus
− Required experience in grant contracts, calls for proposal and/or public tenders.
− A proficient command of Spanish is required, combined with good knowledge of English and/or French
