THE GSA AND THE FINANCE DEPARTMENT
The European GNSS Agency (GSA) is responsible for the operations and service provision for the European Global Navigation Satellite Systems (GNSS) EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new high-technology industry development, leading to job creation and economic growth. These European flagship space programmes, which embody what can be achieved when Europe works together, are already bringing real benefits to people and business in Europe and around the world.
The GSA’s core mission is to ensure that European citizens get the most out of Europe’s satellite navigation programmes. The Agency does this by:
  • Designing and enabling services that fully respond to user needs, while continuously improving the European GNSS services and infrastructure
  • Managing the provision of services that ensure user satisfaction in the most cost efficient manner
  • Engaging market stakeholders to develop innovative and effective applications, value-added services and user technology that promote the achievement of full European GNSS adoption
  • Ensuring that European GNSS services and operations are thoroughly secure, safe and accessible
The GSA is operated and supported by a multicultural team of professionals with interdisciplinary expertise working to ensure that the end-user is kept at the centre of Galileo and EGNOS.
Underpinning these efforts is the GSA’s Finance Department, which supports the Agency in achieving its goals, particularly regarding all matters related to
budgeting, financial management and grants management.
The Finance Department is part of the GSA’s administration platform, under the steering and supervision of the Head of Administration.
TASKS AND RESPONSIBILITIES
The Financial/Grants Officer will report to the Head of Department (or his/her assignee).
The jobholder’s tasks and responsibilities shall or may include, without limitation and subject to adjustment by his/her reporting line:
• Assist the Head of Finance and/or her/his assignees in the financial implementation of grants including the implementation of commitments, payments and recovery of amounts
• Conducting necessary ex-ante financial checks on the costs declared by beneficiaries under the grant agreement
• Producing and distributing the required reports for grant payments
and commitments and maintaining proper archives, records and databases
• Compile reports on the financial and contractual information of
grant agreements to internal and external recipients
• Participate in the elaboration of procedures/reports for improving the grant management process
• Contribute to the collection and/or preparation of the necessary information for audits
• Perform financial checks on grant applications submitted to the Agency during grant evaluation procedures, as well as assisting in the follow-up of such calls for tenders/proposals
• Perform financial viability checks for external parties bidding in the Agency’s procurement and grant procedures.
• Managing ex-post checks and audits
