Project Manager, Scouting Development Global Team – World Scout Bureau

The Project Manager, Scouting Development, is a member of the Scouting Development team within the World Scout Bureau Global Support Center, Kuala Lumpur, reporting to the Director Adult Resources and Volunteer Development, Scouting Development. His/her main mission is to support the World Scout Bureau Global Support Center, Kuala Lumpur actions in the area of Scouting Development, as well as to support the World Scout Committee in executing the related planed actions.

Key responsibilities

The Project Manager, Scouting Development:

• Provides continuous support and undertakes tasks within the context of activities of the Scouting Development global team

• Provides support to Regional and World level in the area of Scouting Development in general, focusing on the implementation of the World Adults in Scouting Policy

• Supports the implementation of the Scouting Development main projects, especially within the areas of training development and child protection

• Develops content and plans to provide flexible learning opportunities, including online/ e-learning

• Works in close cooperation with the Scouting Development team Directors (especially Youth Programme and World Events) to support his/her work

• Provides assistance on demand to regional events and to other special international events of interest to WOSM

• Contributes to the overall work of the Educational Methods global team

• Provides support to National Scout Organizations in the area of Scouting Development whenever needed

• Undertakes research and establishes partnerships to support this work

• In co-ordination with the External Relations Department, links WOSM with non-Scout entities dealing with related areas of work

• Communicates effectively about Scouting development, internally and externally, especially through their web platform – scout.org

PERSON SPECIFICATION

This person is likely to be an experienced professional in mid to large-scale project management in a non-profit context. Experience with working in decentralized environments would be considered as an advantage.

Qualifications and experience

• University Degree in a field related to non-formal education, management of human resources, youth development and/or project management

• Successful working experience as a professional or as a volunteer in the management of World / Regional / National projects

• Experience of working with multi-cultural environments around the world and with national leaders

• Experience in working with volunteers and youth on educational programs or projects

• Good knowledge and experience of Scouting at national and international levels would be an asset

• Computer literate

• Fluency in English is essential

Knowledge and skills

It is expected that the candidate selected will have the following:

• Proven capability on project development and management

• Ability to monitor and evaluate project implementation and efficiently communicate results to internal and external audiences

• Computer literacy focusing on project management software competency

• Ability to conduct research and analysis processes

• Strong capacity to write reports and data interpretation (statistics and graphs)

• Ability to work and co-operate within an international and multi-cultural framework

• Leadership style that develops, coaches and empowers others with a focus on accountability, initiative, and continuous service improvement

• Ability to communicate well and motivate people, including high-level collaborators

• Ability to communicate fluently in English, both oral and written. Literacy in other languages, especially French, but also Arabic, Spanish or Russian would be an asset

• Proven capability to solve problems, cope with stress and handle conflicts

• Strong interpersonal relationship skills and self-management skills

• Dynamic, trustworthy, creative, open-minded with good psychological and political understanding

• Capable of working with volunteers and staff at National, Regional and Global levels

• Flexibility and availability to travel extensively and to work during evenings and weekends

This role is based in Kuala Lumpur, Malaysia.
