The seat of the eu-LISA is Tallinn, Estonia. The tasks related to development and operational management of the current and future systems is carried out in Strasbourg, France. A backup site is installed in Sankt Johann im Pongau, Austria.
The eu-LISA is responsible for the long-term operational management of the second generation Schengen Information System (SIS II), the Visa Information System (VIS) and EURODAC. In the future, it may also be made responsible for the preparation, development and operational management of other large-scale IT systems in the area of freedom, security and justice, if so entrusted by means of separate legal instruments.
Core task of the eu-LISA is to ensure the effective, secure and continuous operation of the IT-systems. It is also responsible for the adoption of necessary measures to ensure the security of the systems and the security of data.
Beyond these operational tasks, the eu-LISA is responsible for the tasks related to reporting, publishing, monitoring and organising specific trainings on the technical use of the systems, implementing pilot schemes upon the specific and precise request of the European Commission and monitoring of research relevant for the operational management of the systems.

Tasks and responsibilities:

Under supervision of the Procurement team leader and reporting to the Head of the Budget and Finance Unit, the Procurement Officer will contribute to, facilitate the development and implementation of eu-LISA’s procurement function in accordance with established procurement and financial procedures, and shall be responsible for:

  • contributing to the development, streamlining and implementing the eu-LISA`s procurement policies and procedures as well as timely, efficient and effective contract management, while ensuring that all relevant guidelines are adhered to;
  • preparing and processing negotiated, restricted and open tender procedures including preparation, evaluation, verification and analyses to ensure sound financial management in all procurement activities;

  • providing legal and procedural advice and drafting terms of reference in cooperation with technical and operational staff of eu-LISA and assisting in Evaluation Committees in replying to contract bidders` inquiries;
  • providing support in conducting market research in order to identify potential suppliers/contractors and/or verifying market prices for services, works and goods;
  • analysing and evaluating procurement requests received from all Units of eu-LISA;
  • organising and participating in Opening and Evaluation Committees and drafting reports;
  • drafting and preparing contracts in the procurement field;
  • monitoring/checking contracts implementation and initiating necessary steps for the contract renewal or extension if applicable (deadlines, contract budget implementation etc.);
  • providing proficient advice and support on procurement procedures and contract management to other Units of the eu-LISA about potential contractors, service providers and suppliers;
  • promoting the best practices, sound financial management and knowledge-sharing in the field of procurement and contract management across eu-LISA;
  • contributing to the drafting of annual procurement plan and monitoring its implementation together with other colleagues in Procurement team;
  • maintaining working contacts and official correspondence with service providers, suppliers and other contractors;
  • compiling a dedicated legal library on the development of EU legislation in the area of procurement and contract management;
  • performing other procurement related activities upon request.
