Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA’s nuclear safety and security programme, which encompasses the Agency’s activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA’s focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States’ preparedness for response.
Main Purpose
Reporting to the Emergency Communication Specialist, the Outreach Officer provides inputs and develops promotional material for the development and implementation of outreach programmes with the objective of: increasing and sustaining Member States’ and in-house awareness of the IAEA’s Incident and Emergency System (IES) and the role of the IEC in international arrangements; as well as promoting the importance of capacity building by Member States as regards preparedness for emergency response. The Outreach Officer
also provides inputs and develops materials on public information and communication of nuclear and radiological incidents and emergencies.
Role
The Outreach Officer is: (1) an analyst, providing background information and implementing and coordinating outreach activities to promote the IEC’s role in the area of preparedness for and response to nuclear and radiological incidents and emergencies; (2) an editor, developing, reviewing and publishing promotional material on the IEC’s main functions and on detailed projects and initiatives; (3) a liaison, collecting and analyzing relevant information from Member States and the IEC to develop and implement outreach programmes; (4) a scientific secretary, planning and leading consultancy meetings; (5) a technical specialist in the area of public information and communication regarding nuclear and radiological incidents and emergencies, developing the relevant operational manuals and tools.
