The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The Trade and Economic Section is committed to promote trade and investment relations and science and technology cooperation between the EU and Korea.

We offer

We offer a temporary 12-months post of a Policy Officer in Science, Technology and Innovation (STI) during the period, indicative, from 16 May 2017 to 15 May 2018. Under this post, main tasks entail monitoring and reporting on the policy development in science, technology and innovation affairs in Korea and identifying recurrent and emerging issues of relevance and/or concern to the EU. Concrete activities relate in particular to the implementation of the EU-Korea Scientific and Technological Agreement and follow-up activities, including preparing high-quality reports, organising meeting programmes for EU officials and STI seminars. The incumbent signifies the EU interest vis-à-vis local interlocutors and accomplishes other tasks requested by the Delegation and the EU. Under this job function, the successful candidate will serve as support staff under the supervision and responsibility of the Head of Trade and Economy Section to implement the following tasks and assignments:

  • Monitor, analyse, translate and conduct reports on a wide range of STI topics – e.g. research & innovation statistics, policies in ICT, health/bio, nanotechnology, energy, satellite navigation, etc.
  • Keep the section and HQ informed of the important developments in the subjects covered as appropriate
  • Translate and analyse Korean up-to-date issues on its relevant field
  • Prepare and conduct high-quality reports, speeches, draft letters, briefings of documents as required
  • Initiate and facilitate communication with the HQ, Korean authorities, stakeholders and other institutional organisations relevant to the task
  • Organise logistics and prepare briefings for visits, meetings, and other events as required
  • Participate in conferences, forums, seminar, meetings as required and report
  • Carry out other related duties and accomplish tasks to ensure the smooth operation of the Delegation

We look for

  • University degree, preferably Master’s degree or equivalent, in areas related to science, technology, international law, administration, engineering, international relations, economics but other fields are also welcomed.  Relevant working experience in science, technology and innovation sector either in the public or in the private sector, preferably for at least 3 years.
  • Ability to conduct high-quality analytical work and research on science, technology and innovation related matters including its trade related aspects
  • Ability to obtain relevant information and data through different channels and sources and to determine their validity and suitability
  • Able to work under time pressure with strong attention to accuracy and detail
  • Ability to efficiently communicate with various interlocutors
  • Fluency in English and Korean (particularly in reading Korean regulations and strong English writing skills required)
  • The ideal candidate should have an excellent sense of teamwork and collaboration with colleagues.
  • Relevant IT skills commensurate with the scope of the post
