Context:

Under the overall supervision of the Senior Regional Liaison and Policy Officer, and under the direct supervision of the Senior Emergency and Post-Crisis Specialist, the incumbent will act as project assistant in the field of humanitarian aid and post conflict.

Core Functions / Responsibilities:

  1. Work closely with relevant RO, AFS and DOE colleagues, on the revision, endorsement and submission of project proposals in the field of humanitarian aid from IOM field missions to EU services (DG ECHO in particular). This includes the review of content, liaison with colleagues, writing of cover letters and update of relevant IOM databases;
  2. Coordinate with RO and AFS colleagues the revision, endorsement and submission of project reports in the field of humanitarian aid from IOM field missions to EU services (DG ECHO in particular).   3. Assist in providing support to IOM field missions, specifically with information on EC rules and regulations (DG ECHO in particular) throughout the project cycle of EU funded humanitarian projects, including early identification of needs and technical monitoring missions when required;
  4. Contribute to resource mobilization through regular review of EC and other relevant websites for new funding opportunities, relevant press releases and communications, as well as events that are of interest to IOM in the field of humanitarian operations;
  5. Assist in preparing information about emergency (DG ECHO in particular) funding opportunities, relevant policies and training possibilities to be shared with IOM Missions worldwide;
  6. Draft/adapt informational and training tools for field missions, assist in providing training on ECHO rules and regulations as necessary;
  7. Maintain and promote good working relations with EC staff, attend relevant EC events and keep counterparts informed on a regular basis of IOM activities and policies in the field of humanitarian assistance;
  8. Analyze and share summaries of relevant EU documentation and humanitarian policies with DOE and IOM field missions, coordinate with DOE colleagues when necessary to provide IOM inputs to consultations;
  9. Regularly update the IOM EPC Regional Office Brussels webpage as well as other relevant internet and intranet portals and keep track of EPC Brussels activities in the designated databases;
  10. Attend unit meetings, external partner meetings, and/or thematic seminars and conferences and take and disseminate notes when required;
  11. Participate in the organization of meetings and events related to EU humanitarian topics;
  12. Any other tasks as may be required by her/his supervisor/s.

Required Qualifications and Experience

Education

  • University degree in Political Science, Migration Studies, International Relations or a related field with a focus on humanitarian aid from an accredited academic institution, with three years of relevant professional experience, preferably in similar roles; or
  • Completed High School degree from an accredited academic institution, with five years of relevant professional experience.

Experience

  • Experience in an international environment dealing with migration;
  • Previous working experience or internship with DG ECHO is required;
  • Excellent knowledge of EU institutions, EU decision-making and finance mechanisms – especially DG ECHO is required;
  • Experience in project cycle management;
  • Specific trainings in the field of humanitarian aid and post-crisis is an asset.

Languages

Fluency in English is required. Knowledge of French is an asset.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
