Job mission

FIXED-TERM CONTRACT

Under the authority of the Secretary General and the direct supervision of the Director of the Private Office of the Secretary General, the incumbent will guide the strategic orientations and provide leadership to the Council of Europe actions promoting the inclusion of Roma and Travellers*, advise on and push forward the strategy for the inclusion of Roma and Travellers based on the priorities and modalities set out in the “Strasbourg Declaration on Roma” (2010), and oversee the efficient management of the activities of the Team of the Special Representative of the Secretary General (SRSG).

*The terms “Roma and Travellers” are being used at the Council of Europe to encompass the wide diversity of the groups covered by the work of the Council of Europe in this field: on the one hand a) Roma, Sinti/Manush, Calé, Kaale, Romanichals, Boyash/Rudari; b) Balkan Egyptians (Egyptians and Ashkali); c) Eastern groups (Dom, Lom and Abdal); and, on the other hand, groups such as Travellers, Yenish, and the populations designated under the administrative term “Gens du voyage”, as well as persons who identify themselves as Gypsies.

Key activities

The incumbent performs the following key duties:

›          secures and coordinates the implementation of relevant Council of Europe actions;

›          establishes and maintains contacts with counterparts in national authorities, international organisations, partners in civil society and other relevant bodies and institutions; ensures complementarity of the work of the Council of Europe with these partners;

›          builds allliances and networks with Roma and Travellers communities in Europe;

›          ensures a transversal approach within the Secretariat with the active participation of staff from relevant sectors of the Council of Europe;

›          provides leadership and direction to the staff of his Team and carries out the relevant management tasks;

›          promotes Council of Europe values internally and externally.
