Context:

IOM’s EU Readmission Capacity Building Facility (EURCAP) provides a dedicated and flexible mechanism to assist the EU’s partner countries in areas such as identity management, readmission case management, voluntary return and reintegration assistance, post-arrival assistance to returnees, inter-state dialogue on practical cooperation in return, and data collection and analysis. The project aims to contribute to effective and efficient cooperation between the EU and its partner countries in the field of readmission through short-term capacity building initiatives in the above areas.

Under the overall supervision of the Senior Regional Policy and Liaison Officer((Head of the Policy and Programme Support Unit) and the direct supervision of the Project Manager of the EU Readmission Capacity Building Facility (EURCAP), the successful candidate will be responsible for providing effective and efficient technical and administrative support to the EURCAP Project.

 

Core Functions / Responsibilities:

  1. Support the planning, implementation and monitoring of all EURCAP project activities in compliance with IOM internal policies and procedures as well as the requirements of the EU and project co-funders; carry out periodic status reviews, identifies issues and inconsistencies and propose remedial actions.
  2. Assist in the establishment and implementation of the project’s monitoring and evaluation framework at central and local project levels;
  3. Provide technical and donor compliance support to participating IOM offices and Local Project Teams and assist in the verification of accuracy of related documents to ensure correctness and compliance with relevant guidance material;
  4. Provide support in drafting, compilation and submission of project reports and updates;
  5. Establish and maintain a database of short-term experts and consultants active in the fields of return, readmission and migration management;
  6. Support the selection, deployment and monitoring of short-term experts and consultants to targeted countries;
  7. Research, compile, analyse and draft information materials, presentations and talking points from various sources for reports, plans, studies, briefings, training and meetings/conferences;
  8. Serve as focal point for coordination and expedition of administrative tasks to support the project implementation, including the preparation and/or processing of administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, etc.);
  9. Assist in the development and dissemination of project communication and visibility materials;
  10. Maintain project filing and support knowledge management efforts within the project;
  11. Undertake duty travels and participate in meetings and/or events as required;
  12. Perform any other duties as may be assigned.

Required Qualifications and Experience

 

Education

  • University degree in Political Science, Migration Studies, International Relations or a related field from an accredited academic institution, with four years of relevant professional experience, preferably in similar roles; or
  • Completed High School degree from an accredited academic institution, with six years of relevant professional experience.

Experience

  • Excellent knowledge of EU institutions and EU migration policies is a requirement;
  • Demonstrated experience and knowledge on voluntary return, readmission, reintegration and/or identity management is an asset;
  • Excellent drafting and reporting skills is a requirement;
  • Experience contributing to the management of multi-country projects is a requirement;
  • Previous work experience with national, regional or international public bodies would be an advantage;
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.

Languages

Fluency in English is required. Fluency in French is an advantage.

Other

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
