Job Mission

Under the authority of the Head of Office and the supervision of the Head of the Support to Human Rights National Implementation Unit of the Human Rights Policy and Development Department, Directorate General of Human Rights and Rule of Law (DG I), the Project Officer will carry out multiple assignments to meet the overall and specific objectives of the project  “EU/Council of Europe Joint Project on “Consolidation of Justice sector Policy Development in Ukraine”, carried out in the framework of the Council of Europe Action Plan for Ukraine 2015-2017.

The Project Officer will carry out his/her assignments in view of planning, supporting and monitoring the implementation of the objectives, measures and activities agreed upon in the project, in compliance with the Organisation’s regulations and donor requirements.

Employment is limited to the duration of the project which is expected to end in December 2016.

Key Activities

The Project Officer will perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:

– Contributes to the preparation the activities to be carried out under the Project;
– Supports the Senior Project Officer in his/her daily work and assists with the overall management and implementation of the Project;
– Supports the Senior Project Officer to carry out the day-to-day implementation of the Work Plan and to co-ordinate its calendar of activities;
– Provides legal and organisational assistance to the Project management and team in Strasbourg and in the field, as well as short-term and long-term consultants/experts when carrying out tasks and missions in the field;
– Prepares relevant Project meetings and draft meeting minutes;
– Contributes to the reports and other documents resulting from the activities, as well as thematic and other documents related to the project objectives;
– Contributes to the preparation of activities’ budgets and follow-up of the budget and all Project expenditure in accordance with Council of Europe regulations and procedures and partner/donor requirements;
– Liaises with the counterparts in the beneficiary institutions assigned to the Project;
– Contributes to raising the visibility of the Project by drafting web news items and press releases, by disseminating information and by managing Project’s website;
– Assists the Project management and team in headquarters and in the field, as well as short-term and long-term consultants/experts when carrying out tasks and missions in the field;
– Carries out other duties as relevant or required by the Senior Project Officer.

Eligibility Requirements

This local recruitment procedure is open to candidates resident in Ukraine.

Qualifications: Completed secondary education followed by an appropriate professional qualification; A university degree in law, international relations, social sciences, political science or a related field would be an advantage.
Experience: At least three years’ experience at an international and/or national level contributing to the implementation of technical co-operation programmes in the justice sector or a related field;
Language requirements: Excellent knowledge of Ukrainian (mother-tongue standard); Ability to express oneself, present and draft clearly, concisely and convincingly in English.
Nationality: the appointed candidate must be a national of a Council of Europe member State;
Age: Under 65 years of age at the closing date of the vacancy notice.

Professional and technical competencies:
– administrative experience (target setting and planning, administration, finance and reporting)
– knowledge of specific project management methodology and tools;
– good knowledge of relevant Council of Europe standards;
– substantive knowledge of European human rights mechanisms;
– ability to take initiative and be responsible for managing complex activities;
– planning and work organisation; ability to work under pressure, deal with multiple tasks and respect deadlines;
– strong analytical skills;
– information seeking.

ICT skills: Sound computer skills and proven experience of standard tools in office applications (word processing, PowerPoint, spreadsheet, data bases, presentation software, outlook, internet/intranet publication).
Interpersonal skills: service and client orientation, team-work and co-operation, relationship-building, diplomacy.
Personal attitudes: initiative and responsibility, result orientation and sense of continuous improvement, concern for quality, efficiency and accuracy, adaptability, self-management and development, organisational alignment, ability to work under pressure.
Personal values: integrity, loyalty and conscience, discretion, independence and confidence, respect for diversity.

Desirable:

Communication and linguistic skills: knowledge of French and/or Russian would be an advantage.
