Job Mission

Under the authority of the Head of Office and the supervision of the Head of the Support to Human Rights National Implementation Unit of the Human Rights Policy and Development Department, Directorate General of Human Rights and Rule of Law (DG I), the Project Officer will carry out multiple assignments to meet the overall and specific objectives of the project ‘Support to Criminal Justice Reforms in the Republic of Moldova’.

The Project Officer will carry out his/her assignments in view of planning, supporting and monitoring the implementation of the objectives, measures and activities agreed upon in the project, in compliance with the Organisation’s regulations and donor requirements.

Employment is limited to the duration of the Project which is expected to end on 31 December 2017.

Key Activities

The Project Officer will perform the following tasks in accordance with the Organisation’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
– plans, organises, implements and follows up on project’s activities in accordance with the work plan and its calendar of activities and in close co-ordination with the Project Manager and co-operation with local partners and stakeholders;
– prepares project activities in consultation with the Project Manager and the Project Co-ordinator in headquarters by compiling and organising inputs of the various parties involved;
– contributes to the reports and other documents resulting from the activities, as well as thematic and other documents related to the project objectives;
– participates in project meetings and events and undertakes follow-up action in co-ordination with the Project Manager as required;
– provides legal advice on the substance and deficiencies of the criminal justice in Moldova, on the proposed reforms and the necessary adjustments to the content and methodology of the work plan;
– provides legal and organisational assistance to headquarters-based staff and short-term consultants when carrying out tasks and missions in the field;
– provides updates to Strasbourg-based staff, the Project Manager, short-term consultants on changes in legal framework of Moldova within the course of project’s implementation;
– contributes to processing and checking the expert opinions, training and awareness materials produced under the Project.

Please note that the incumbent may be required to perform other duties not listed in the vacancy notice.

Eligibility Requirements

This local recruitment procedure is only open to candidates resident in Moldova.
Qualification: Completed secondary education followed by an appropriate professional qualification. A university degree in law would be an advantage.
Experience: At least three years’ relevant professional experience in contributing to the implementation of technical co-operation programmes at the European/international level in the legal field, preferably in the areas of criminal justice and human rights;

Language requirements: Excellent knowledge of Moldovan (mother tongue level); ability to express oneself, present and draft clearly, concisely and convincingly in English.

Nationality: The appointed candidate must be a national of a Council of Europe member State;

Age: Under 65 years of age at the closing date of the vacancy notice.
