PROGRAMME OFFICER– Social Sectors and Governance

 (Local Agent, Group 1)

Overall Purpose:

Support the EU Delegation to Zambia in the delivery of co-operation programmes (including all steps of the project cycle, from identification to evaluation and audit). Assigned to the Section ‘Social Sectors and Governance’, the Project Officer will be involved with projects and programmes in the thematic area of Governance and more specifically Elections, Access to Justice and Gender Based Violence.

The project officer will be requested work with and provide support to State and Non-State-Actors.

Functions and Duties:

  • Assist in the identification, formulation, implementation, evaluation and audit of projects and programmes, most of which are related to governance related issues and more specifically in the following areas: justice, elections and gender based violence.
  • Support the Delegation in the management of projects/programmes, throughout all stages of the programme/ project cycle, including the relevant financial and administrative tasks.
  • Contribute to designing, implementing, monitoring and updating the EU country strategy.
  • Contribute to the Delegation’s tasks related to reporting and promote visibility of EU funded projects.
  • Contribute to the EU’s analytical work in the thematic area of Governance and more specifically justice, elections and gender based violence.
  • Contribute to all aspects of the Delegation’s work on cross-sectional topics like gender, climate change, human rights and others.
  • Represent the Delegation towards and contribute to the dialogue with Government Institutions, Non-Governmental Organisations, Cooperating Partners, and other stakeholders – as requested by the supervisors.
  • Support the EU Delegation in its efforts to contribute to improved donor harmonisation and alignment.

Job Requirements

Education and Training

  • Completed university studies corresponding to a four years’ duration attested preferably by a Masters Degree in a relevant thematic area like Social or Political Sciences, Economics or another related field.

Experience

  • Professional experience in the implementation of development projects and aid management of at least five years. More extensive experience will be an advantage.
  • Evidence of  specific experience in the following areas:
    • Governance – preferably related the one or several of the following areas: (i) justice, (ii) gender based violence (from a health perspective and/or access to justice perspective), (iii) elections support.
    • Gender issues
    • Institutional development
    • Strengthening the role of civil society
    • International experience in development cooperation will be considered an advantage

Knowledge

  • Formal education and/or research in one of the areas mentioned above under ‘Experience’ will be an advantage
  • Sound understanding of Project Cycle Management is a requirement
  • Knowledge of EU cooperation policies and the related regulatory framework will be an advantage.
  • Previous experience within an international donor agency is an advantage
  • Demonstrated knowledge of development cooperation issues in other countries would be an advantage

Skills

  • Excellent analytical and writing skills are a requirement.
  • Demonstrated good computer skills including the use of MS Word, MS Excel, and presentation programmes is a requirement
  • Demonstrated ability of using other management software (financial management, accounting, team management) will be an advantage

Linguistic skills

  • Excellent command of the English language; both oral and written. Knowledge of a second EU language would be an advantage.

Communication skills

  • A well-developed capacity to interact with the national authorities, international and bilateral donors, and civil society.
  • Capacity to communicate clearly, presenting complex matters in an understandable manner, both orally and in written form.

Interpersonal skills

  • Ability to deal helpfully and courteously with people and to build productive and cooperative working relationships.
  • Communicative team-player with service-orientated attitude

Management skills

  • Capacity to focus on priorities and to deliver duties timely.
  • Good organisational skills
