Summary of Key Functions:

Ensure effective programme and operations management support services for the PEI Phase 2013-2017:

  • Provide the Joint Management Board (JMB) and Co-Directors with programme management advise based on financial and other relevant project data;
  • Ensure the effective and efficient operations of the PEI 2013-2017 programme at regional and global levels, including management advice to regional teams, budget allocation and expenditure monitoring; and financial management through Atlas.
  • Manage the operations of the PEF under the supervision of the Co-Directors;
  • Coordinate quarterly, bi-annual and annual work-planning and budgeting by regional teams and the PEF;
  • Coordinate the financial management (contributions management, budgeting & programming of resources, expenditure management) of the PEI Programme in close liaison with the Co-Directors, and GPC-RED staff;
  • Take the lead on operational matters related to inter-agency fund transfers and reporting, inclusive of pooling of funding from UNEP to UNDP, as well as inter-agency fund transfers from UNDP to UNEP (based on annual LoA);
  • Ensure efficient procurement and logistical services management in support of the PEI/PEF, including procuring of equipment, hiring of consultants, goods and services in accordance with UNDP rules and regulations;
  • Provide guidance to regional teams, the PEF, Regional and Country Offices on financial/operations management and programming processes and procedures in close liaison with the GPC-RED staff;
  • Assess business requirements to strengthen PEI programme and operations effectiveness and efficiency;  develop and implement relevant guidance, tools, and learning modules;
  • Function as the Secretariat of the Joint Management Board;
  • Participate in regional steering committees and engage in work sessions centered on programme results-based planning for Poverty-Environment mainstreaming, budgeting, staffing and monitoring.
  • Carry out any additional tasks required in the context of strategic planning, programme and operations management support while taking into account changes in the operating environment as and when needed.

Ensure effective implementation and management of Monitoring and Evaluation (M&E) systems and provide guidance on Impact Monitoring:

  • Provide guidance on M&E systems and regular technical support to PEI offices in fulfilling monitoring and reporting requirements;
  • Strengthen the monitoring functions by implementing corporate policies and tools and lead on identifying impact assessment methodologies and the systems to be put in place for effective monitoring of PEI results and assessing impact of PE mainstreaming interventions on the ground;
  • Provide guidance to the regional teams on impact monitoring and facilitate exchange of best practices;
  • Contribute to the design and implementation of capacity building training activities with regional and country offices to enhance skills and knowledge in M&E, results based management, results based budgeting, PE mainstreaming impact assessment and PEI results monitoring and systematic quality assurance;
  • Provide technical support to corporate annual reporting and review processes including the dissemination of feedback and lessons drawn from said processes to inform strengthened programming.
  • Share PE impact assessment and monitoring findings with GPC-RED staff and help strengthen overall GPC-RED mechanisms in this area in support of the Center’s global policy research agenda;
  • Analyze PE mainstreaming results and impact assessment data in programmatic areas across regions.
  • Based on information reported in the annual reports submitted by PEI Regional Offices and the PEF, analyze and provide strategic feedback to the PEI Management on key trends and patterns that will highlight achievements and strengthened performance and implementation challenges to be addressed;
  • Collaborate in the design of the annual financial reporting process on joint programme progress;
  • Undertake Results Oriented Annual Report (ROAR)/Integrated Workplan (IWP) reporting, with links to supporting overall GPC-RED reporting;
  • Facilitate and organize any monitoring and evaluation exercises as required or requested by the Co-Directors and the Joint Management Board;
  • Prepare management responses, highlighting areas needing special attention.

Provide support to GPC-RED on PEI substantive focus areas and facilitate partnerships:

  • Work closely with the GPC-RED Director to source substantive support required by the PEI/PEF from UNDP
  • Ensure that PEI programme results, experiences and lessons learned are shared with GPC-RED and feed into UNDP’s corporate programmes and policy research agenda;
  • Coordinate the exchange of information and substantive work on selected topics among regional teams; enhancing mutual learning and cross-fertilization of knowledge and experience;
  • Promote and support south-south exchanges between regional teams and partners;
  • Support the substantive partnership between PEI and other UNDP programmes and PEI’s increasing engagement on green economy technical issues (with an emphasis to work on the mainstreaming elements of green economy), including engagement on inter-agency PAGE work and PEI’s role in SDG implementation;
  • Support the operations of GPC-RED and work with other UNDP GPC’s as necessary.
