They are

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Kyrgyzstan

  • Ensures the representation of      the European Union in the Kyrgyz Republic;
  • Ensures the follow-up of      bilateral relations in the areas of political, economic, trade and      external assistance cooperation (financial and technical), in particular      to implement the Partnership and Cooperation Agreement;
  • Ensures the follow-up of EU      policies in all sectors; in particular The      European Union and Central Asia: Strategy for a New Partnership;
  • Promotes and defends the values      and interests of the EU;
  • Promotes EU cooperation at a      national and regional level (Central Asia) i.e. the management of      deconcentrated national and regional programmes;
  • Contributes to coordination with      Member State embassies, particularly in the fields of EU competence, notably      trade and external assistance;
  • Maintains and increases the      visibility, awareness and understanding of the EU.

They offer
They offer a post of Press and information in the Political, Press and Information Section to organise, develop and implement a new visibility campaign for the European Union in Kyrgyzstan in 2016-2017. Within this framework, to:
Manage and coordinate the Press and Information activities of the Delegation.
Design and implement a strategy for promoting information on the European Union in the Kyrgyz Republic.
Provide visibility of the European Union work in the country, through extensive coverage of the activities of the European Union in the press, TV and other media, organization of interviews, press conferences and other activities, including organization of Europe Day and other cultural programme events;

The selected person will perform the following tasks:

Management of the external communication of the delegation

  • Management and organization of the dissemination via all mass communication channels (press releases, interviews, briefings, press conferences, press articles, press trips, TV, radio, social media), public events (seminars, exhibitions, fairs, etc.), campaigns of information about the European Union. This implies the identification of the key messages to be delivered as well as the selection of the pertinent vectors.
  • Responsible for press reviews, flash notes and ad hoc reports.
  • Management of all information activities of the Delegation (including public events, publications, website and documentation centre).
  • Drafting and editing of press releases, brochures and other written material. Assisting in the production of audio-visual material. Organising the translation of such material.
  • Participating / intervening in public events/seminars on the EU and other relevant events and ensure necessary feedback and follow-up.
  • Assessing the impact of EU’s initiatives as far as the visibility is concerned and suggesting appropriate measures for improving.
  • Coordinating with Member States on media-related issues and on cultural activities.
  • Other such as preparing speeches, interviews for the Head of Delegation including briefing documents.

Communication with headquarters

  • Preparing press reviews and analyses for Headquarters.

Management of the delegation’s information budget

  • Manage the annual information budget, including overseeing financial management of information projects.
  • Regular qualitative and financial evaluations and reporting to Headquarters.

Information networking

  • Maintaining and expanding a network of media (local and foreign) and other related contacts
  • Maintaining and manage the website and social media accounts of the Delegation

Press and Information Section management

  • Assisting the Head of Delegation in defining the press and information strategy of the Delegation and in programming and organising the information, communication and publications activities
  • Planning and managing the information, communication and publications activities and allocate tasks and responsibilities to the staff involved on them
  • Monitoring and controlling the information and communication performance, the respect of the priorities and fulfilment of the objectives, bringing significant problems to the immediate attention of the Head of Delegation

Other tasks that are in the interest of the service that are attributed by the Head of the Delegation or the Head of the Political, Press and Information section and their substitutes can also be required.

The post is in the Political, Press and Information (PPI) section, under the authority of the Head of the PPI section and implies a high level of initiative and ability to work independently.

They offer

  • A 1 year fixed-term contract with a gross monthly salary starting from 1178 EUR, depending on your previous working experience
  • At the end of each year a 13th month salary
  • Working hours from Monday to Friday, 37.5 hours a week
  • Holiday allocation of 24 working days per year

  • Provident Fund (pension scheme)
  • Please note that a provision of about 28% from the gross salary is transferred directly to the Social Fund and Tax authorities (income tax).
  • They look for
    University degree preferably in Journalism/Communications, Political Science, International Relations or related area;
  • Full computer literacy;
  • Superior writing/publishing skills;
  • Minimum of 2 years relevant professional experience is required, preferably work experience for an international organisation, diplomatic mission or an NGO, as a journalist, or in communications/public information (3 years or more professional experience is an asset);
  • Good knowledge of the EU and its external policies;
  • The candidate should be committed to quality, speed and accuracy, should have a proactive approach to work and possess excellent inter-personal and organizational skills;
  • Excellent written and spoken sills in English (B2*), Russian(B2*) are required, good command of Kyrgyz is an asset. (* Common European Framework of Reference for Languages).
