We are

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Georgia has been operating in Tbilisi, Georgia since 1995.

The Delegation presents, explains and implements the EU policy; analyses and reports on the policies and developments in Georgia and conducts negotiations in accordance with a given mandate.

The EU is one of the major donors in Georgia, therefore one of its most important tasks is implementing a large programme of external financial and technical assistance.

We offer

We offer a post of Budget Officer. Upon recruitment, the successful candidate will occupy a specific job function as Budget Officer – this job function may be changed in the future in accordance with the needs of the Delegation. Under this job function the successful candidate will:

  • assist with the financial management of contracts and grants by analysing and establishing financial documents such as commitments, payments, and recoveries;
  • prepare the authorisation of expenditure and income on budget accounts;
  • contribute to defining budgetary and financial procedures under the supervision and responsibility of the relevant head of section.

The main tasks will be to prepare call for proposals / tender dossiers and assist operational initiators with the formal aspects; advise in the respect of the Financial Regulation and the compliance with the applicable rules in the operations; prepare the grant agreement / contract / addendum with the selected beneficiary / contractor; prepare payments ensuring that they are financially and procedurally correct, and that they are in conformity with the contract and the regulations.

In addition, under this post, the recruited person may be attributed other functions depending on the needs of the Delegation.

We look for

Formal Education

University degree attested by a diploma. University degree in relevant sector attested by a diploma would be an asset.

Professional Experience

At least 3 years in performing tasks linked to financial management of contracts and/or grants.

Previous experience in managing European Union funded projects would be an asset.

Knowledge of Languages

English is working language – C1 level required. Georgian is commonly used with beneficiary – upper intermediate level is required. Knowledge of other European Languages would be an asset.

 

Knowledge of IT tools

Upper intermediate knowledge Microsoft Office Word and Excel is required. Knowledge of accounting application, knowledge of document management applications, previous experience with any SAP or other accounting applications would be an asset.

 

Personal Skills

Ability to work in a proactive and autonomous way; eye for detail / Accuracy; capacity to deliver in a structured way; ability to work in a team
