Human Resources Officer – EASO

easo-logoThe Human Resources Officer will be working in the General Affairs and Administration Unit and will be mainly responsible for the salaries and entitlements of the European Asylum Support Office (EASO) staff and of the management of the budget related to staff costs. (S)he will have the opportunity to operate in other areas of HR when needed and offered the opportunity to develop therein. The HR Officer is reporting to the HR Coordinator and act as his deputy.

His/Her main responsibilities will include:

  • Management of newcomers:
    • Preparation of the welcome package, establishment of rights and preparation of needed documents;
    • Organising, facilitating and further developing the induction program;
  • Management of the entitlements of established staff:
  • Establishment of leave entitlements and management of special leave and special working arrangements;
  • Administration of the contracts of staff members and management of the personal files;
  • Management of individual requests for information regarding entitlements in a timely and professional way;
  • Administration of allowances/entitlements in conjunction with the Paymasters’ Office and the JSIS;
  • Preparation and communication of policies and user friendly summaries in the relevant areas, both in writing and by facilitating information sessions;
  • Follow-up on the Implementing Rules;
  • HR Budget:
  • Monthly monitoring and reporting on execution of the personnel budget;
  • Preparing relevant commitments in a timely and correct manner;
  • Monitoring contracts paid from the personnel budget;
  • Preparation of forecasts for the Budget Officer;
  • Management and development of the central HR Database:
  • Management of the input of modifications;
  • Design report routines and produce regular reports for internal and external needs;
  • Further development of the HR Database in collaboration with the ICT Unit
  • Organising or participating in selection procedures when required;
  • Performing any other job related tasks

Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:

1.Have a level of education which corresponds to completed university studies of at least 4 years attested by a diploma or a level of education which corresponds to completed university studies of at least 3 years attested by a diploma, and after having obtained the diploma, appropriate professional experience of 1 year;

2.  Be nationals of one of the Member States of the European Union or Norway;

3.Be entitled to their full rights as citizens;

4.Have fulfilled any obligations imposed on them by the laws on military service;

5.Possess a thorough knowledge of one of the official EU languages and a satisfactory knowledge of another of these languages to the extent necessary for the performance of the duties pertaining to the post;

6.Meet the character requirements for the duties involved;

7. Be physically fit to perform the duties linked to the post
