GNSS Security Engineer – European Global Navigation Satellite System s Agency (GSA)




The European Global Navigation Satellite Systems Agency (GSA) has set up a selection procedure that aims to establish a reserve list for:

GNSS Security Engineer

SECURITY DEPARTMENT
The GSA Security Department proactively contributes to the fulfilment of GSA missions by providing the security expertise in order to (1) achieve successful security accreditation of the systems, (2) secure programmes’ implementation and exploitation and (3) ensure a wide, secure and sustainable use of the Public Regulated Service (PRS).
The following high level objectives are set for the Security Department:
  • achieve and safeguard the high level security objectives of the Galileo and EGNOS programmes
  • manage security accreditation of Galileo and/or EGNOS sites and infrastructures
  • manage security processes, monitor and enforce programmes’ security requirements
  • ensure that the PRS development continuously achieve user needs, promote a wide and secure use of PRS and ensure compliance with the PRS Decision 1104/2011
  • inculcate a security culture within the GSA and continuously improve the image of the GSA, as a trustable and reliable security actor
The Security Requirements and Standards Team is part of the GSA Security Department, and in order to secure the programme’s implementation and exploitation:
  • supports the European Commission in exercising its responsibilities related to the security of the Galileo and EGNOS programmes
  • supports and liaises with the Galileo and EGNOS exploitation programme teams in the Agency
  • drives the preparation of the security accreditation files for the Galileo and/or EGNOS sites and infrastructures
  • drives and monitors the implementation of technical and operational measures to improve the posture of Galileo and EGNOS programmmes against security risks
  • follows Galileo and/or EGNOS sites and infrastructure evolution to ensure improvement of the security posture.
TASKS AND RESPONSIBILITIES
The GNSS Security Engineer reports to the Security Requirements and Standards Manager and carries out the tasks that will be assigned to him/her, in particular regarding the main areas of:
  • Security engineering support to exploitation activities of Galileo and/or EGNOS
  • Security support to the exploitation and implementation of the Galileo services (including PRS)
  • Security support to the preparation of the security accreditation files for Galileo
    and EGNOS sites and infrastructures
The tasks and responsibilities will in principle include (without limitation) and subject to adjustment by his/her line manager:
  • Support to the analysis, review and maintenance of the Galileo and/or EGNOS security (including cyber security) requirements baseline according to the different Galileo and/or EGNOS programmes and service milestones and evolutions
  • Support to the analysis, review and maintenance of the Galileo and/or EGNOS
    (including cyber) security requirements and documentation related to the
    different GSA procurements
  • Support to the definition of security requirements related to the implementation of Galileo and/or EGNOS services and the relevant implementation follow-up
  • Support to the follow-up of the current Galileo and/or EGNOS operations contracts and assess the impact of changes to the security baseline
  • Liaise with the GSA Exploitation and Galileo Security Monitoring Centre (GSMC) teams and provide security engineering support upon request and according to their needs as reflected in the Agency Annual Work Programme
  • Contribute to the maintenance and update of the Statement of Compliance to the applicable security requirements in cooperation with the GSMC and ESA
  • Participate to Galileo technical reviews related to security aspects
  • Support the security accreditation process of Galileo and/or EGNOS sites and
    system infrastructures
  • Support to the security risk management process
  • Contribute to the preparation of accreditation files and security risks analyses for the exploitation phases of Galileo and the associated risks treatment plans
  • Follow up of the implementation of the security requirements and of the risk treatment plans
  • Technical support to the Commission on the GNSS Security Board and associated working groups
  • Draft technical notes and reports on Galileo and/or EGNOS system and service security aspects
  • Assist the Security Requirements and Standards Manager in the management of the contracts providing security support to the team
The position is based in the GSA headquarters in the Czech Republic (Prague) and
may imply regular travels worldwide for remote site accreditation.The above tasks and responsibilities will be conducted in English language.
Place of employment: Prague (Czech Republic) with possible relocation to other GSA sites or offices (according to operational needs)
