is looking for Finance and Contracts assistant to the Finance, Contracts and Audit section (post nr 45512)

The EU Delegation offers a post of Finance and Contracts assistant – Initiation – Audit Task Manager, USM and Accounting Correspondent to the Finance, Contracts and Audit section. The selected person will provide assistance with the preparation and financial management of contracts and grants; examine cost statements for acceptance and establish financial documents (commitments, payments, recoveries); prepare the authorisation of expenditure income on budget accounts; contribute to defining financial procedures and prepare and organise external audits.

Place of employment:  EU Delegation in Chisinau, Republic of Moldova.

Working hours: 37,5 hours/week.

Local Agent position: Group I.

Monthly Basic brut salary: 23.034 MDL.

Long-term contract subject to successful probationary period.

Job description

BUDGET, FINANCE, CONTRACTS and ACCOUNTING

  • Prepare call for proposals/tender files and assist operational initiators with the formal aspects of the preparation
  • ­Prepare grant agreement/contract/addendum with the selected beneficiary/contractor
  • ­Prepare payments ensuring that they are financially and procedurally correct, that is, in conformity with the contract and the regulations
  • ­Encode invoices and validate payments in CRIS; Create and validate forecasts of revenue in CRIS and estimate their amount; Create and validate the recovery order in CRIS
  • ­Prepare and validate de-commitments, close projects
  • ­Assist with the preparation, commitment, signature, de-commitment and closure of financing decisions

BUDGET, FINANCE, CONTRACTS and ACCOUNTING

  • Support the Finance, Contract and Audit section in the implementation of financial and administrative rules and contribute to their simplification
  • ­Provide advice and technical support to staff having operational initiation functions in all the financial processes in order to solve specific financial, contractual or procedural issues as well as ensure financial viability
  • ­Prepare and finalise notes and financial correspondence

INFORMATION and DOCUMENT MANAGEMENT

  • Assume the function of USM that is, provide the local support for CRIS to the delegation staff
  • ­Assume the function of the Accounting Correspondent for the delegation that is, reply to requests for information from HQ concerning data in CRIS and ABAC and make or initiate corrections
  • ­File financial documents, correspondence and returned files and requests for clarification, according to filing rules
  • ­Open, register and filter incoming mail related to financial and contractual issues and route mail to appropriate individuals/units
  • ­Register and send outgoing correspondence
  • ­Ensure quality and coherence of financial and contractual data in different databases, essentially in CRIS and Delores; Check files to be archived for completeness

BUDGET and FINANCE

  • Prepare and maintain follow-up tables as tools for decision making
  • ­Prepare replies to requests for information from the hierarchy and other services within the Commission

AUDIT, CONTROL and INSPECTION

  • Assume the function of Audit Task Manager for the delegation that is, prepare annual audit plans and organize their implementation, prepare external audit contracts and assist with their implementation and follow-up
  • ­Prepare and provide assistance for and participate in “on the spot” control missions
  • ­Assist in the preparation of external audits
  • ­Follow up on audited contracts
  • ­Assist in the collection of the necessary information for audit and control by Commission services or the European Court of Auditors

Qualifications: University level degree of legal duration of at least 4 years in the domains: economics, accounting, finance, audit, administration, law.

Professional experience: 2 years in the domains: economics, accounting, finance, audit, administration, law. Experience in an international environment is an asset.
