The Framework for the Job

The Twinning Project IL / 10 “Strengthening of Israeli veterinary diagnostic capacitiesis financed by the European Union in the framework of the European Neighbourhood Policy (ENP).

The project aims mainly at supporting the Ministry of Agriculture and Rural Development (beneficiary) of the State of Israel in improving the mechanisms for animal and public health protection from existing and emerging diseases, food-borne pathogens and residues. The Twinning project will help Israel to increase its compliance with international requirements regarding the monitoring and control of animal diseases and food safety of animal origin products. In broader perspective, this shall result in increased possibilities to strengthen the economic relations to EU and elimination of existing technical barriers to trade (TBT).

The staff from administrations and other organisations from Israel will work in close partnership with staff from German and Dutch veterinary administrations to reach the goals foreseen in the project. The German-Dutch team consists of the German project leader and a number of experts undertaking short term missions to Israel, and the Resident Twinning Advisor (RTA) who will stay during the projects course in Israel to coordinate the German-Dutch contribution and give expert input.

The project is seeking an Assistant to support the Resident Twinning Adviser (RTA). Based at the Kimron Veterinary Institute at the Ministry of Agriculture and Rural Development in Bet Dagan, the Assistant will cooperate with the RTA and the team of German and Dutch experts, supporting them in completion of their tasks and duties. The RTA Assistant (RTAA) will also act as project translator/interpreter for daily language matters.

Tasks of the RTAA

  • Provision of support to the RTA in administrative and organisational issues;

  • In particular, support of the effective delivery of the mandatory results as stipulated in the Twinning Contract, ensuring a good flow of communication and coordinating several Twinning partners;

  • Supporting the preparation and delivery of the project activities as foreseen in the Twinning Contract, including organisation of training sessions, conferences, experts missions etc. and in related administrative tasks;

  • Assisting the RTA in the coordination of missions of short-term experts and other foreign specialists in relation to the project;

  • Performing of necessary office management tasks, including record keeping of the RTA office expenses (petty cash), contracting of service providers, payments of local invoices, monitoring of the project’s bank account etc.;

  • Making travel arrangements and arrange meetings for the RTA, short-term experts and other foreign specialists involved in the project;

  • Assistance to the RTA, short-term experts and other foreign specialists involved in the project in matters related to language problems or other problems due to being and working in a foreign country;

  • Preparation of the required documentation for experts missions: Terms of Reference, Mission Certificates etc.;

  • Organisation of meetings, workshops and conferences, including meetings of the Project Steering Committee (every three months);

  • Drafting of minutes of meetings;

  • Drafting and editing of written materials with relation to the project in English and Hebrew, e.g. quarterly reports;

  • Providing occasional interpretation and translation services (from Hebrew into English and from English into Hebrew);

  • Other duties and ad hoc support to the RTA in Israel, including advice and guidance on local issues and translation/interpretation when needed.

  • Proofreading written project materials in English and Hebrew;

  • Assistance to the RTA in development of the communication strategy for the Twinning project (visibility activities, e.g. project website, flyer, newsletter);

  • Participation in study visits to Member States providing consecutive and/or simultaneous interpretation from (English-Hebrew and – if possible – German-Hebrew) and providing logistical/organizational support to the group.

The assignment is full time; the RTA Assistant contract will run from the date of the signature throughout the period of implementation of the Twinning Contract. The Twinning project end is estimated in August/September 2016. The remuneration consists of € 3.000,00 per month and the contract will be signed for a period of 18 months.
